Are they small because they were made with a machine and will stay forever like kids? Or is it just that thing that boys grow a few years after girls? Beside considering they are like 11-12 years old when the ppgz are 13-14.

In my story they are small because they were made with the machine then they should stay like this forever.
But something gonna happen and then they gonna growup and be at the same age as the girls

But it also implies that they are indeed not normal boys, hell they may look like 11-12 but they are what? 1 or 2 years old? They are babies!!
After the HIM effect they would continue developing? Like any normal person?

Yeah, i think they can't be considered totally humans... But i still don't know how i gonna use this on my story.
And yes, after Him use his powers they will start to develop normaly, like human boys.
