The way he went from "2 people submitted complaints, fire everyone with the same position" to "kill the guy that told me" is kinda... confusing

That's not why he did it. If there's one thing that Mr. Horton can't stand, it's being questioned, especially in front of his other employees. He fed the guy to a whale because he reacted with incredulity to Mr. Horton's decision.
