Batman and all related characters.

This is a drawing based on Gillian Loeb, a character from the story Batman: Year One, where he was Commissioner of the GCPD with James Gordon serving under him as a lieutenant.

Loeb was an old, extremely corrupt man who assiociated with Carmine Falcone and Salvatore Maroni (The guy who'd later throw acid in DA Harvey Dent's face's, making Dent Two-Face). He opposed Batman and Gordon because they were a threat to his operation. Eventually, between the efforts of Bats, Gordon, and DA Dent, he was exposed and forced to resign, which resulted in Gordon being promoted to Captain. He later made an appearance in issue 2 of Batman: Dark Victory (The Sequel to Batman: The Long Halloween), harassing Gordon (who between THL and DV was promoted to his classic rank of Commissioner) over the death of Chief Clancy O'Hara and, by the end of the issue, was killed himself.

Loeb was in Batman Begins, where he was portrayal as a relatively younger African-American man who's an honest cop who opposed Batman merely because he's a vigilante (More like Michael Akins, the Commissioner in the comics at the time than the actual Loeb. Just as the appearance and some of the mannerisms of Arnold Flass in Begins were more based on Harvey Bullock rather than the comics' Flass).

I'm thinking to having Loeb appear in my The Batman fanfic, New Allies, New Enemies at some point. Despite him being his comics self in this pic, I haven't decided whetever to go with his comics look or his Begins look (As a short while ago, I'd gone and altered the description of Falcone and Maroni to be more based on their BB and The Dark Knight selves which was based on The Batman's version of Lucuis Fox being based on the Begins version of Fox).

I was watching a cartoon and look at a law enforcement offical on the cartoon and thought a varation of that look might work for him. Here, it's kinda presented as a civilian look and in the toon and on the character, it was a uniform.

A request to the first person who can guess what cartoon and which character.

BTW, I know the right hand looks a bit off.

UPDATE: The request bit is called off as I've revealed that the clothes were based on SWAT Kats character Commander Feral's uniform in Never Mess in Ulysses Feral .

UPDATE 2: I recenylt went back and lightened the grey in his coat and and a cartoonish mosue pin to his lapel. Thanks to for pointing that out.
