 1 1/2 days of being at the computer with a  few hours of sleep.
Pixel by pixel: 32 Frames.
Splendorman, Ballons, and Static Animated separately.
Splendorman 10 seperate frames
Balloons each 3 different frames
static 5 frames
Background drawn seperately.
Thrown together in Gimp for it's frame sequencer

Yes. I drew everything. Lots of references used for the background and when trying to figure out how to animate the static though.
It's like 4am my time XD My Goodness.
