Hopefully this is simple and straight forward enough to help all those new to commissioning.

General things to include when making a Detailed Description List:
How many characters? What style would you like them in? (eg. Chibi, Full body, half body, bust, etc.) What kind of background? (Full detail, Simple design, no background.)
Age: Hair Colour: Eye colour: Hair style: Race: (Reptilian, Human, Cat etc)
Height: Clothing: (include every colour detail and any accessories) Personality type: (eg Tsundre, cute, bossy etc)
Ask for any reference pictures that they could provide.

There was nothing like this when I first started out, and because of that I found myself ripped off (sadly more than once) from being too trusting.
I'd make their piece -before- they paid because they "seemed so nice that they wouldn't just ditch, right?" Wrong.
Even if they are a long time friend and you think you know them inside-out, make sure you see that money in your account before you put your time and effort into making what they asked for.

Value your Art - Say NO to Beggars
This journal is to encourage artists to stand up for themselves and have the courage to say No.
Many artists out there have had their share of beggars over the years and I feel that it's important to warn others about them, especially the younger/more vulnerable artists who are new to the DeviantArt community.
Sadly, so many of us cave to beggars because we either have a hard time saying No, or because a lot of us question our art value.
The aim of this journal is to help artists understand the value of their art, and to hopefully teach them to stand up for themselves.

You're welcome, but honestly this helps a lot of people and you made it look so nice. I will look into trying to get commissions hopefully soon. Have to find a means of scanning and putting digital color to my art. Anyways, sorry to ramble, thank you. You're very kind.

Don't stress. You can still sell art that isn't digitally coloured. Traditional art is still very much adored! But yes, without a scanner it can be hard to handle traditional work online.
Setting up commissions is a big process and I remember struggling with what to do at the beginning too.
Just take it one step at a time, take your time to make sure you don't brush over anything, and of course have patience.
And don't worry, you weren't rambling, you were sorting out your next course of action!

You are too right, sadly. So many young artists get screwed over.
I'm really hoping that they're able to use this as a guide so they can be aware of some of the risks and hopefully avoid them!
