In Norwegian there is a saying that goes "Det finnes ikke dårlig vær, bare dårlig klær", which translates to "there's no such thing as bad weather, only bad clothes" (but in Norwegian it rhymes).This painting is therfore called "det finnes ikke dårlig vær" (there's no such thing as bad weather).
The swallowes where hanging out on the electrical wire in pouring down rain. And they looked so miserable 😂
They were also very young swallowes, and you can see they're all puffed up.
