It refuses to start up.
I tried to started in safe mode and through system recovery, but nothing works...

That sucks. I hope its not the motherboard...that's a wee bit expensive to replace. One bit of good news is that most likely your files are safe as this isn't a hard drive problem

In the meantime my laptop was out of power, so I had to plug it in...

I can turn the PC on, but it refuses to start up Windows.
It keep saying there is an error and it keeps saying I need to use system recovery, but every time I do that it fails.

Well that seems to be a positive...it's a software problem hopefully. I don't use or know much about Pee Cee's of Windblows....Once you go Mac, you never go back. Hopefully someone here does know PC and will be able to help you with this. I would say re-install the operating system...but I'm not sure.

Thank you so much for giving so much time to help me Richard...you're a true friend!  
This is a very welcome link, which can help me when something goes wrong again.

In the meantime re-installing Windows worked.
Now I have to install all my software again, so I will be busy for the next time.   
But I'm sooo glad it's not the motherboard.

I have experienced this many times. The image look so different on my laptop then on my wife's LDC monitor. The monitors are calibrated a little bit different. But I like the effect I see in this image.
