It should have come naturally to you. Up until "the badge and the burden part 2", Weiss has always thought lowly of Ruby since day one; even after the team's creation.
I always thought that every successor to the Schnee family has a long running history of being the leader of their teams. As we saw from that little scene in "the first step part 1", she had plans to uphold that tradition.
