Hair in Final Fantasy has typically been all over the place in terms of style. It's pretty much a standard.
That being said, that actually looks more like a character from FFXIV. It has the tail, the ears, and the face paint of a Miqo'te.
FFXV emphasizes on photorealism, so I can't imagine a character like that be a thing.
