Well you don't really need much muscles to be a guard, as this is in the future, if you need strength just wear an exo-skeleton or muscle suit.
And plus he is counsel guard, not a counsel sentry, which needs more muscle, his job is generally following his counselor around, and most of these people are all assassins or former agents of the intelligence agencies of the previous regimes. They are also supposed to blend in with other members of the government, so this guy may also be the secretary of a counsel member XP
