Which bright light? The one in the background or the light coming from her hand? :]

Okay! :] In Photoshop, to achieve the extra brightness, make a new layer and fill it with black from the paint bucket. Next, go to the top menu, select Filter > Render > Lens Flare. Once you click lens flare, a small window will open up with four options. For the picture, I picked the one called "35mm Prime", but the "50-300mm Prime" is also fun to work with! For brightness, I tweaked the slider bar a little, using 80% instead of 100% but that's up to you! :] Once you like what you have, click "OK" and change the blending mode of the layer to screen and you should have a similar result! Hope that helps!

I'm amazed on how you start from those first two steps. I could barely see the lines!
Also, WTB how to color digitally.

WTB?
Play with opacity and flow on the brushes! They really help me a lot with shading! Especially when its blues and greens for the shadows, I would make the opacity 5-20% and the flow 15-60%!

Yeah, I like Kubo's work too.
WTB = Want to buy~
I think the biggest problem I have with coloring digitally is that I expect it to be like an actual marker/pencil/brush/etc, and think the harder I press, the darker it becomes.
Guess I'm not used to doing it manually, lol.

Haha, sure! Love to see a hands-on session and see how it's done.
