Both Cyndaquil and Fennekin were seen underwater without trouble i believe

Technically, according to a Pokedex entry in Gold/Silver, Charmander's tail it's only an indication of it's health, that it burns intensibly, it doesn't state that if you put it out a Charmander dies, so a Charmander could take a swim and put it's tail-tip underwater and still live
