Well, before anything, it's just a rumor that the people said about the game before it gets revealed, so, I don't know if this will really happen; and, it's just my opinion about that. So, following the rumors, the story will be told by the people, that is, the game will do not have a coherent story. With almost all rumors about the game coming to an end, the likelihood of this rumor occurring is quite high (...or rather, almost right, because that giant snake that appeared in the trailer is clear evidence that history will be based on stories of the people, running away from the Animus fundament....)

Oh. No no, when they said that, they didn't mean people would submit stories and Ubisoft would make the game based on those ideas. They meant that the game world would have a bunch of different mini stories that the player could decide how to react to and how to play in. Everything in the game is written and made by Ubisoft.
As for the snake, I've heard a lot of people guess that it was just Bayek having a drug hallucination
