Samuel C. Rowe is the second man to adopt the identity of Mr. October. While his costume bears little resemblance to the original, a hero active from 1936-1952, he uses the same Halloween themed weaponry and motif. Sam had no plans on becoming a super-hero at a young age, despite his older sister having been struck down by criminals in a kidnapping gone wrong. That tragedy happened in a poor country and was done by Marxist rebels whose Chinese benefactors had quit financing them.Sam grew up to head a non-profit that provided food and aid to the poor worldwide so they didn't feel as if they had to assault foreign visitors. What pushed him into the crime fighting business was the discovery that Drug Cartels had infiltrated his NGO and corrupted its purpose, so the could use his established supply lines to transport drugs around the globe. To make things worse, the cartel was protected by various governments in return for providing information on competing cartels.
For Sam that was the last straw. For the next couple years, he trained hard and developed or purchased the weaponry with which he would strike at the criminals who'd perverted his good works. When he was ready, he adopted the identity of Mr. October the Knight of Terror for the name recognition.
Mr. October is a man in incredible physical condition due to his intense training. He is also the master of several forms of unarmed combat. To supplement his physical abilities, he carries an arsenal of tools and weapons, specially designed with a Halloween theme.

I thought he was a villain because his design kind of reminds me to Phantasm.

Ah no, he's a hero. A spooky, street level hero...a bit like your own Midnight Owl. His golden age version is even spookier.

OK, I'm diggin' this. Not sure about the eyes on the chest, but striped tights are seriously under-rated.
Does each panel on the gauntlets do something different?

Honestly, I hadn't thought about splitting up the widgets in the gauntlets by panel. When I designed him, I just wanted the gauntlets to have a little bit of a pumpkin-like design to match his Jack-O-Lantern mask. However, compartmentalizing the gauntlets in that fashion makes a lot of design sense.
