The deep web is just any website you can't get to from like Google, you need the direct link (say, an unlisted video on youtube) and/or the correct permissionsΒ (say, you're private email).
The Dark Web sounds more like what you're talking about, where you need a dedicated browser (Tor) that adds layers on layers of encryption when sending requests, this is where most of the criminal activity is.
