Well I don't know how people do, but when drawings with bg I do the shading after the bg, so I can do it accordingly to the bg colours and lighs so the character looks really "into" the pic

I always had an issue with the lighting when shading dark chars
I sorta solved with darker bg's and adding a bit of a grayish or yellow multiply layer over the colors
