He looks like he is ready to just jump out of the computer and fight! I love TMNT and Raph has always been my favorite. The depth of the colors are beautiful, bold and a bit rugged. The selective blurring really adds to the '3D' effect. His eyes are insane. Literally, he looks like he is crazy and is ready to blow. Which I enjoy. The minimal background is perfect and anything else would have taken alot away from Ralph, which I think you already know. He is the green Wolverine! If you were ever to do a comedic rendition of this I think pizza sauce and pepperoni would look awesome on the blades. You did really well!

This, children, is one fan piece of fine art! Or is it the other way around?
The toughness and badassery of the character litteraly lunges at you through the screen with a sai in its fist. You really captured the essence of this charachter which is always playing tough. You can feel his rage, you can feel his teeth gritting against each other (I wonder how you did that btw, that's excellent). The angle and composition make him really menacing and the idea of blurring the fist in the foreground really makes it pop and seem to be waved full in the viewer's face. The mouth and teeth are sublime, really well detailed which makes them pop out and draw attention to themselves, which is excellent because they are responsible for most of the character's aggressivity. The strong contrast also serves the mood really well.
One slight detail on the composition. I now understand that he is holding HIS left fist to the screen but I thought at first that it was his right, which made it look weird. Maybe putting the fist in a more plain view would have helped, or making the thumb more clearly a thumb.
Onto the lighting. You use as much as three light sources and manage to keep it very convincing and consistent. The volumes are well defined and easily read. The shading/highlighting is even very detailed on the face, but I'm a little conflicted because the detailing is not consistent. You spent time on hardly visible scales on the top of the head, but on the other hand the neck and shoulders really seem rushed. I totally get that they're not the center of the piece so working on them is not rewarding but if you want to make them less detailed they should at least attract as little attention as possible. For example, the main neck muscle on the right is far too highlighted, I believe.
Using red light on a green subject is very ambitious and you managed pretty well, but I think it's still one of the main weaknesses of the picture. Red - even bright red - is dark. In order to achieve brighter values you need to use pink, which you do. But pink always has desaturated look which, I think, doesn't complement the bright green of the ninja turtle well. Green and red don't blend well, so when you put black in between it looks nice, but when the transition is less dark it looks dirty, especially on his right shoulder and cheek.
Last of all there's the glow effect on the blades. While being very dramatic, I think you may have overdone it a little to the point that I feel it looks a bit cheap, mostly when you look at the detail on the face.
