Wait wait wait! You're doing it all wrong! He's saying "I call you Lugias to the part..."! He has Lugia, assuming the Latin is Lugius with a masculine declination(Which it has to be since it is the only declination with a -os ending in regular form), in the accusative case plural!(And what has pars got to do with this?) Also, I don't see a summoning circle anywhere, does he really assume that a mere physical object could hold a summoned being that mighty? Or even anything metaphysical at all? It would be smarter to call on a higher power first such as "Ego in deis puto, et sacrificis meis dona tua sit. Lugium a me in Sigulum Dei mei evoco!", at the very least.
