It makes me think of a kind, man, who works in the civil service.
Then I realised, he looks like the chap who was in the TV comedy "Yes minister", the civil servant that always ran rings around the politicians, to get them to do what was expedient/best/good.

Wow, water color? Always found that personally hard to work with, the color/water are difficult to control. But if you can master it, you end up with some pretty strong pieces.
The cast shadows, especially around the eyes, are amazingly well done. I especially like the colors and how easily you integrated them into the background.
