Not really. Chichi's hairstyle has been vastly different from Videl's. Their personalities as well are pretty different.
Gohan first meets Videl with the long pigtails, the she has short hair that resembles no other character. Eventually her adult form and long pony tail hair is similar to ChiChi's possibly from them spending so much time together. But the idea of Videl being like chichi is a bit off :3.
