Well here is the bits and parts of the explanation!
The Blimp room is Action Planets MOST TOP SECRET prison for selected few special criminals(For our case is Bobby, Nicole, Bridget and Darton).

Its a cylinder like room located at the top of the Action Planet Prison to make it look likes its actually a secret watch tower level. In the Blimp Room, there is no one except the prisoners as if anyone goes into the room, they will inflate(Which explains that there is no cameras and guards) But at the good side, its a high tight security room.

In the room contains a suction plunger where the inflated prisoner would be stuck onto and left them dangling. The suction plunger has 2 icons: Prisoner Serial No and Warning Label. And at the top of the suction plungers has ball bearings which is the only movement the prisoners can move about. (As seen as example from Nicole)

Now... for the best part, how do the prisoners inflate. The Prisoners would be forced to eat a gum called "FU-GU-GUM" where it is 100% digestive and prevents the prisoners from being able to blow bubbles. Once they consumed the gum, they themselves become the bubbles as the gum would inflate in their stomach and blows them up into balloon prisoners. As the gum contains abit of Helium, they will float and the suction cup will suck onto them(As seen from Bridget case).

(PS: The Fu-Gu-Gum is also something like a Senzu Bean from Dragonball, one bean equals to a huge course meal!)
