It's the Scythian from Sword and Sworcery EP.Had to interpret what I could based on the tiny little pixel art, and a bit of research on scythian armour.

Wow, I think this is my favorite fan depiction of the Scythian! 
The circle-leafed foliage in the background totally matches the pixel art too, nice.
