My first tutorial. This teaches my basic vectoring technique. I use Photoshop CS3.I know that Illustrator is probably better for creating vectors. But I am one of those people who doesn't want a ton of different, expensive programs. So here's my Photoshop technique.
My dislike of "stroke and fill" vector techniques caused me to experiment and develop this method
Here are the advantages
Vector shapes allow you to resize the image without any losses. You have to redo the process every time with "stroke and fill" resizing.
Vector shapes give you instantly editable layers. Color and shape are under your control to change on the spot. This suits me because I love to tweak.
Vector shapes fill with color as you create them. While this might be bad for tracing, It is fantastic for creating original pieces. I always had difficulty picturing the final shape and color when creating a bunch of abstract paths. But, vector shapes fill with color as I create, giving me something tangible to play with.

My version of Photoshop doesn't work the same way Boo.

Photoshop elements (is that the version you have?) has vector masking capabilities. I don't know if it is as robust as original recipe photoshop.

Also, you might try GIMP, the free photoshop replacement. It has a path tool.

Ah! I think I know how to help you. See my steps for creating a gradient vector mask? (go to layers> add vector mask> current path) Just follow that method for solid colors, but instead of creating a gradient in the masked layer, use the paint bucket tool to fill it with a solid color.

YAY! Except Photoshop Elements 8 doesn't have the pen tool...
