It was a shame how he carried on

He ruled the Russian land and never mind the czar
But the cassock he danced really wunderbar
In all affairs of state he was the man to please
But he was real great when he had a girl to squeeze
For the queen he was no wheeler dealer
Though she'd heard the things he'd done
She believed he was a holy healer
Who would heal her son

But when his drinking and lusting and his hunger
For power became known to more and more people,
The demands to do something about this outrageous
Man became louder and louder.

"This man's just got to go!" declared his enemies
But the ladies begged "don't you try to do it, please"
No doubt this Rasputin had lots of hidden charms
Though he was a brute they just fell into his arms
Then one night some men of higher standing
Set a trap, they're not to blame
"Come to visit us" they kept demanding
And he really came

He drank it all and he said "I feel fine"

And so they shot him till he was dead

Oh, those Russians

But this is not that man...

It is estimated that there are 40,000 "Afro-Russians," individuals of African descent descended from those who settled in Russia in it's recent history, especially after the Russian Civil War and later the fall of the USSR. This man is one of those individuals...

In America, fifty miles west of Thunder Woman's home city of Newport, is its sister city of Ashenberg. Ashenberg, so named for the clouds of coal dust that would descend from the mountains next to it, is an industrial city and the main supplier of Newport's material goods and wealth. Without Ashenberg's support, Newport would not be the city it is today. And for this, Ashenberg is one of the darkest, most crime and poverty stricken cities in the United States, utterly controlled by the various powerful criminal groups that have carved their personal kingdoms out of the city's boroughs. Ashenberg is a hopeless place, where a small but prominent group of wealthy elites hold sway over millions of impoverished workers, slaves in almost every way imaginable.

And then Rasputin came along.

No one knows who this "Magical Man of Mystery" is, beyond his obvious Russian heritage. But what is known is that one day he appeared in Ashenberg, like a cloud of smoke rolling in. He charmed the people and befuddled the gangs and crime lords with his mastery of speech and inexplicable ability to make one question the nature of reality. Setting up shop in an abandoned club, he began to attract followers to his unstated cause, while quietly dismantling the criminal operations plaguing the streets with his mystical talent for guile and illusion and Russian spirits and creatures he calls allies.

And there's nowhere his touch cannot reach, as he has wooed the wives of the city's most powerful men. It is so frustrating that these men have had to call on Alexsei Mikhailov, pakhan of Newport's Bratva, to help them deal with this strange Russian interloper. A truly desperate measure, as these men made a pact to keep Mikhailov out of Ashenberg, but now they are at his mercy. And he has agreed to help them, but only if they can return the favor by dealing with his own homegrown nuisance in Newport. So Ashenberg has become home to an array of deadly and strange men and women, all attracted by the promised bounty on Rasputin's head.

But the prospect of death doesn't phase Rasputin; he laughs at it. He has cheated death more times than he can remember. He can do it again. More important is his continuing mission to undermine the oppressive powers-that-be and empower the citizens of Ashenberg to take control, expand their minds, and dance. Ashenberg has a reputation for being dark and overcast; Rasputin has come to bring sunshine and joy, passion out of depression. And if all the attacks on him are of any indication, he may be succeeding...

It's pretty much entirely where I came up with the idea for him. This sort of modernized, more heroic version of Rasputin, as channeled through a suave, Blaxploitation-esque version of John Constantine.
