There are a lot of husky's that get given up, most of the time because people think they're all cute and cuddly when they're puppies and buy them without thinking about how much attention they'll need. They need a lot.

Lol yeah I live in Australia and it stands for Royal Society for Prevention against Cruelty to Animals.
I gathered it was a similar thing since most countries have at least an SPCA.
