Magnificent! Breath-taking! Splendid! Spectacular! This is totally what Nic should have looked like.
I like this way more than the previous official Nic designs and re-designs. The first design of Nic appeared to be, as you said in your description, ''Nack with breasts'' and eyelashes. The other one, while I digged her hat and some elements of her outfit/accessories, was overall Nack in a not-so-pleasant-on-the-eyes, hot pink and light pink coloring. In addition her outfit overall seemed too complicated and detailed. Your Nic however, obtains:
* A pret-ty sweet color palette and colors that aren't too clashy/contradicting (Something I never could do properly)
* Softer facial features that obviously indicates that she's a female and at the same time, differentiates her from her brother.
* Design accurately and perfectly captures and reflects her character/role. I can sense that bounty/treasure hunter vibe from your version of Nic without even actually knowing the character.
* Not a design that's overly-complicated or detailed with unneeded knick-knacks. However, simple enough with a perfect dosage of detail which prevents it from being bland.
* Correct Sonic-character proportions or proportions that don't make her stick out if put besides Sonic or her brother. Noodle appendages instead of detailed/muscled, human like type appendages, hair that matches the fur it's placed upon, ect.

If I drew Nic again, I'd probably tweak her design just a bit from this, just to simplify it juuuust a bit.

I definitely like this outfit and how you designed her so she's not a complete "nack with breasts" or the one from the Archie encyclopedia where she looks like a Mobian hooker!

I'm glad you retained her pantlessness since Sega needs to further understand fur and slow down on clothing the females, Tomboy mobians should not just be psychological tomboys but physical ones as well (cheek fuzz, wearing no pants or absolutely nothing covering the lower half what so ever, not even as a mermaid nor a lizard).

In fairness, it doesn't even matter, not all of the girls are tomboys, cause i rather have variety in personalities, than just be-all tomboys all the time.
Besides, neither would care what they think, and they do study about the fur, they just had it simplified for any other reason.

It really just is like everyone says; you've managed to give Nic a pretty unique look that sets her apart from Nack. Yeah, you can still tell they're siblings, but she isn't, like everyone said, an exact gender bend. Also, you still managed to keep her official looking as well, instead of coming off as a fan-character design. Females are supposed to have more delicate features, and can still pull off a tomboy/badass look regardless of this. You've done all of this very nicely with her, taking the hat away and putting that braid on her. I just ADORE that vest too.
