Hey, how do we color lines? And how do you surround the character in white lineart?

Well I'm not a huge expert on pixels, but i made my own icon and one like thisΒ fav.me/d7idoxl
when working with Sai or just plain ol' MS Paint, you have to make the color the background around the pixel a different color ( like gray or something ) and then you outline every pixel around the black outline white ( like she did in her icon and mine )
