Okay, here's my theory behind this scene:
Cypher is having some fun doing programming with Warlock. It's a hot summer day, so Doug strips down to his boxers, and it doesn't cross his mind that he should lock the door to his room before doing this. (No, this is not contrived; I've made this same exact goof myself more than once, though fortunately no one's ever walked in on me.) Rahne does her very polite, very quiet knock on the door, Doug doesn't take notice, and hearing him typing she figures it's safe to go in. Once the ensuing hysteria has somewhat died down, Rahne tries to cover up her embarrassment by lecturing Doug about how doing work in one's underwear is immoral. Doug, trying to cover up his own embarrassment, demands that she show him where in the Bible it says that. Two hours later, Rahne is still looking, and Doug still hasn't thought to lock the door (in fairness, he's been a little distracted).
Whatever the case, it's very nicely drawn, and I always enjoy getting to see those quiet moments that so infrequently appeared in the comics. Rahne looks so comfy.

Sounds like an interesting story (and explains rather well how Rahne's bed and Doug's boxers are in view of each other).
It seems rather cruel for Doug to send Rahne to look for something he knows does not exist (perhaps he never thought she would seriously go for it?). He must later apologize for it.

Yeah, Doug's demand that she show him where in the Bible it says was meant as a rhetorical challenge. Would he really know whether or not it exists, though? I never got the sense that Doug was at all devout. (Meaning he didn't curse with "Dear Lord", "Holy Mary", or "Saints" like Shan, Roberto, Sam, and Rahne did. Depicting religious piety was pretty crude in mainstream comics back then, though Claremont did work in that superb bus ride conversation between Sam and Rahne in issue #15.)

I guess the question could be why is Rahne's bed there.
Doug, while somewhat shy and self-conscious, did not mind wearing only shorts (without any shirt) in front of his teammates. Since I gave him boxers (instead of briefs, which I think is what he really wore), and boxers are practically shorts, I thought it was okay for him to be in underwear while programming. But I never thought that the desk would be in another room (away from Rahne's bedroom). He would not force himself into Rahne's bedroom wearing only boxers.
Let's say that Rahne is in a couch, but the vertical part is not visible because the "camera" is right there.
Or we could say I did not think things through when I drew this.
