So this commission is about an Elder Azula trying to enjoy retirement on Ember Island. 'Trying' being the main word. At first it was going to be her and the present Fire Lord (Zuko's grand daughter), but here's my two sense: That can be anyone.
Hell who's to say that Azula still isn't crazy? Maybe even in peace, she can't shake off the feeling of seeing her mother still (even with closer). Maybe it's who she thought she would become. Or maybe it is the Future Fire lord. It's really up to you.

Very true, this can be interpreted in many different ways. Before reading your description, I thought the younger one was Azula and the elder was Ursa.
