Wow, I never realized just how nice your lineart is.
Do you begin by coloring in grey scale to ensure that you have correct balance? (or however that should be worded)

What I did there was color and organize each section on a separate layer by hand, so then I could easily change and play around with the colors later.

How do you transition from the 2nd step where it is all sketchy to the 3rd step? Like, what tool do you use to make everything so smooth? (I am a Paint Tools Sai user btw.)

Nvm, I found a good lineart tutorial for Sai and I'm good now.

But what I did there was just draw the lineart with the regular line tool on a layer above the sketch, using the sketch as a visual guide.
