It was stayed by the realisation that nuclear weapons are useless. There is no justification for them. And Russia knows this. That's why we currently have Russian aircraft flying over British airspace and missile boats sitting off the Scottish coast and it takes the Royal Navy a full day to respond . . . all the while we can't justify using the bomb for what Russia claims to be nothing more than a technical error.
