I think he's talking about something that used to happen in Popeye cartoons - Popeye would chow down on his spinach and flex his biceps and they would pop up, and then another set would pop out on top of them suggesting they got stronger than strong (physiologically impossible of course, but workable in cartoons).  I think he's picturing those biceps basically doubling in height, which of course none of us would complain about!
