Don't you think this kote is similar like gun in ninja weapon style? I find this ninja-tool kote are very useful and can use it for emergency in case low or run out of chakra. Of course I agreed its forbidden to use kote for exams or tournament event, its like you use gun to shoot your opponent when this tournament supposed to fight with bare hand and no weapon are allowed, and this is like cheating.

Also, shinobi who are not that skilled with ninjutsu would manage to surprise the enemy in an emergency.

yup, to be true ninja you must work hard, training, and learn all the jutsus lesson. If you always depend on kote all the time then you're not a true ninja, like you saw what happened to Boruto when Naruto took away his forehead-protector.

The thing is there was no real closure to the debate in the movie and that's a pity. Maybe because it was a fodder the one who supported the use of that tool in exams as a way of promotion.
Maybe with a REAL character, like TenTen, in charge of that role the subplot would have been far more interesting. I'd like to see some inner-fights among Naruto's old friends. Like when we saw their different opinions concerning Sasuke.
