I'm not sure. It's a sketch by Kishimoto sensei... the curious thing about it is that she changed her hairdo to imitate the one Lee had in her tsukiyomi.

even more curious is that after the wedding in 700 chapter Tenten's hair changes to be more like Lee after that fact

TenTen always enjoyed Lee's hot-blooded ways secretely (as shown in the manga and mentioned in Konoha Hiden), so she just accepted her feelings at some point and changed her hairdo to be like him.
