No, I think it's coming out this summer here. I only got to see Tales of Earthsea in pieces on the web as well. Can't wait to see both in the theatres!

It was hard to tell from watching it squeezed on YouTube. It seemed like it had some interesting atmosphere and visuals, but probably not as strong in story and characters as the other Ghibli films.
