"There is NO Sanctuary". Actually this rational is an error on Logan's part. In reality, "Sanctuary" is the outside world. Sanctuary was the lake where Logan and Jessica swam. Sanctuary was the city of Washington DC. Sanctuary was the Lincoln Memorial. Sanctuary was the stretch of beach they walked on outside the domes. It would be impossible to destroy the entire outside world.
