It's Mr. Tickle as an octopus!!!!
Yeah, I was thinking of the episode "Sleep" where Mr. Rude, sleeping, shouts "Get away you octopus!!" when Mr. Tickle tickles him. So, I randomly drew the Tickle Octopus(More ridiculous than the Nosy Bear: [link] ).
