That guy who's not Richard Hammond, Jeremy Clarkson or James May is Andy Wilman, producer of Top Gear and former classmate of Jeremy Clarkson. He's a big part of deciding what they do on the show, so I thought I'd include him.

I'm going with the voice overs they use in the show, and the different colors of the font indicates who's talking.
Green = Richard Hammond
Red = Jeremy Clarkson
Blue = James May
