I can't understand, is it a rendering of a 3D mesh, or a painting with post-processing effects to make it look like that? The texture effects are really interesting!

I really like her face.
She has cute big eyes and sensual shiny lips.
And her hair is extremely well done: it's individual hairs growing from her head. (Usually other paintings have blurry areas. They manage to find some balance. However the hair on that painting is just made of hairs.)
And she has proportionate breasts. (I don't know why I made that remark; I think it's because I just saw a bunch drawings with balloons on their chests. This is the first time of the day I see the painting of a female character with such nice, solid proportions. She's a sight for sore eyes and made my day.)
