Maybe because Billy is a idiot and maybe they think he isn't really capable of understanding love yet? I mean, in one of the movies when Mandy thought Billy was dead she looked into the water and got all sad which is basically the reason I ship them now, so possibly Mandy could have had feelings for him but disregarded them because Billy, as said before, is an idiot? Omg I really don't know what i'm saying here haha, I always go to deep with it comes to eplaining a ship. xD

Yeah, but it's so sweet! Did you notice that Billy mentioned wanting to marry Mandy at least three times?
And like you said, she does care about him XD deep, deep down... somewhere... Not to mention, it seems like they're just about the only two that can stand each other, and Billy's the only one she allows to have physical contact with her. Even if it's for just a little while.
They always hang out and have sleepovers, etc...
In one episode, they shared the same bed for some reason O3O
