Think about it like this, to the camera the car and shadow are standing still while everything else is moving, so you can take a clear picture of them and everything else will naturally be blurred out.

I think it's more accurate to say that everything is moving but the camera thinks the car and shadow are moving slower, so all you need is a shutter speed just fast enough to capture the car and shadow sharply, then the rest will be blurry naturally.
