I like the hair, it's got a nice fluffy/light look to it. The highlights are well done and fit well with the colours. The multitoned eyes are a nice touch as well.
I'd suggest cutting down on the dodge/brightening on the lips and mouth area, it looks fake and overdone, though, and I find myself distracted a tad by the teal at the eyes. Also the blurry areas around her cheeks and mouth really stand out as being out of place given how the rest of the image has a sharper, more textured tone overall.
