I don't think that's how it works.
See, in the Mask comics it's only the wearer of the Mask that operates on reacts on cartoony physics. It's a "fish out of water" effect on normal people for whatever the Mask user might do.
Hinata delivering a lethal blow to Masked Robin would result in a cartoony gag. Masked Robin hitting Hinata with an anchor would just shatter her skull.
