Color refined rendition of Penny Polanski/Pulsar Pureheart from "Pulsar Pureheart" transformingThis is Pulsar's standard transformation. She spins in super-speed while chanting her various phrases, depending on alter ego.
In this case, every time Penny sees trouble, she changes into Pulsar by spinning in super-speed and shouting "Pulsar Twirl!"

Style. I think it's inspired by Cutie Honey's costume (the 2004 OVA one) and the different style in Honey's leggings.
