Actually there are two ways of drawing that kind of style
with vector (use Corel DRAW, Adobe Illustrator) and non vector (Open Canvas, Adobe Photoshop, Corel Painter, SAI)
You can easily make those lines with vector
But, I use photoshop, so I use pen-tool to make it
