Usually. Terry Pratchett once pointed out a plot-relevant explanation of evolution. Eagles drop turtles onto rocks to feed. This also removes from the turtle population those who succumb to this. Eventually, the eagles will create a turtle that can fly. (Or something. I imagine being a bit greasy would work too.)
So far, nobody's survived decapitation. But there's always hope?
