Perhaps an indicator with Sezen ? Currently, there is a gnome-panel applet for Sezen.
Nevertheless, this is a good mockup. I'm happy to watch where elementary is going : a total new desktop. It is what I was waiting for

Wingpanel uses indicator applets. So if there were a synapse indicator (which would be incorrect behavior IMHO) it would appear in wingpanel.
