Its not possible to make custom background for steam if you read the title and in the picture you can see it says
Artwork Showcase, I just read that theirs something called "Enhanced steam" but its web browser add-on.

I cant get paid for someone else art even if i edited it in some way unless
the designer is ok with it, if you offered money i guess items in game is fine just so you know.

I think part of it is clothing but, and I'm not 100% sure maybe you could check the original to be sure, there is part that is the background in between the clothing thats flowing in the wind or what have you
