how would you go about putting it in to interact? I know how to put it in for a single pony but not so that two ponies would interact.

I think it should be included in the newest version.
If not add in Twilight's Pony.ini:

And in the main folder there should be Interactions.ini where you need to add

If you want to use it for a different interaction, you need to have a behavior for both (or all ponies) who use it with the same name and then you create a new interaction for that behavior

Why are the Twilight gifs small compared to the other ones?

Huh? Which do you mean, this one should have the same size as the others. If there is a smaller gif, it's most likely because DA allows gifs to be only 150x150px (in this category at least without previews).
The sprites in desktop ponies are all scaled up by 2, not actually at a higher resolution

I mean that that one and the other Twilight gifs in Dektop Ponies have a large blank border space that makes them unsuited for avatars.

Since I made that sprite after Twilight animation already existed I used the existing border size. It's used for other stuff like when she's reading a book etc. You can scale it down by 50% with no data loss at all and crop the borders.
