Ah! I think I figured out what some of the blank parts were! Together, the full phrase is "WHEN ALL ELSE FAILS - WHEN NO OTHER GOD CAN SUCCEED - CALL UPON THE DIVINE ONE - LET THE MAKERS ____ GUIDE YOU TO THE - THRONE ROOM". It's just that last blank that's giving me trouble.
I had a big guidebook for HGSS that had a section for the Pokedex. It had all the forms of the Unown in the back, so I guess I learned to read them pretty well.

My guess would be "power" for the last blank, but it's obscured. There doesn't seem to be enough space for it to fit either.
